Narrative:

While on taxi, clearance was to taxi to runway 36. Due to bad visibility and airport construction work, I did ask ground for assistance. Unfortunately, I crossed runway 36 I inadvertently. After that, ground had told me to do a 360 degree left or right. Well that sent me nowhere. I did a 180 degree turn and then realized I crossed runway 36. Then held short of runway 36. I was then clear for takeoff runway 36. Supplemental information from acn 622039: construction was in progress close to the runway and there were tents and red flags around the runway and ramp area left over from an airshow. Pilot asked the controller if he should turn right at the next intersection that was coming up. The controller said 'no, go straight.' the pilot understood that to mean he could cross the runway.

Title: C172 TAXIING FOR DEP AT JLN CROSSED ACTIVE RWY WITHOUT CLRNC.

SUPPLEMENTAL INFO FROM ACN 622039: CONSTRUCTION WAS IN PROGRESS CLOSE TO THE RWY AND THERE WERE TENTS AND RED FLAGS AROUND THE RWY AND RAMP AREA LEFT OVER FROM AN AIRSHOW. PLT ASKED THE CTLR IF HE SHOULD TURN R AT THE NEXT INTXN THAT WAS COMING UP. THE CTLR SAID 'NO, GO STRAIGHT.' THE PLT UNDERSTOOD THAT TO MEAN HE COULD CROSS THE RWY.
