Narrative:
Landed runway 28R. Instructed to hold short runway 28L for landing traffic. Captain taxied up to hold line for runway 28L but didn't come to a complete stop. I said 'we need to hold short.' he replied that he knew this but still kept creeping along about 2 KTS. I said 'we need to hold short.' he didn't say anything and finally stopped about 40 ft past the hold short line for runway 28L. We were then cleared across. On the taxi-in, ramp control said tower wanted us to call in. The captain told me later they mentioned the hold short problem and he gave me the impression that he argued with the tower, hence this report. I did what I could aside from jamming on the brakes, but he did finally stop.
