Narrative:
We filed an IFR flight plan sdl-F70. Routing was, 'turn left 260 degrees, intercept pxr 336 degree radial, climb northwest, radar vectors to bxk, then as filed.' in the climb out from sdl on a heading of 260 degrees, we began getting radar vectors. I was asked to expedite my climb to 5000 ft, cleared to 6000 ft. As we reached 5000-5100 ft in the climb, a C172 crossed our windshield on a southerly heading, descending. When we spotted the C172, I leveled off. Luckily we missed by 200 ft or so. The C172 continued descending. There was no traffic call or advisory from phx approach. We called them to ask about the traffic. To the best of my recollection, the request was ignored and brushed off with a 'no big deal' attitude. After the event, it seems that there was another controller working our sector. The rest of the day and flight were without incident.

Title: WHILE BEING VECTORED AND CLBING TO ASSIGNED ALT NEAR PHX, AN IFR C182 PLT WAS REQUIRED TO LEVEL OFF BECAUSE OF A CONFLICTING C172.
Narrative: WE FILED AN IFR FLT PLAN SDL-F70. ROUTING WAS, 'TURN L 260 DEGS, INTERCEPT PXR 336 DEG RADIAL, CLB NW, RADAR VECTORS TO BXK, THEN AS FILED.' IN THE CLBOUT FROM SDL ON A HDG OF 260 DEGS, WE BEGAN GETTING RADAR VECTORS. I WAS ASKED TO EXPEDITE MY CLB TO 5000 FT, CLRED TO 6000 FT. AS WE REACHED 5000-5100 FT IN THE CLB, A C172 CROSSED OUR WINDSHIELD ON A SOUTHERLY HDG, DSNDING. WHEN WE SPOTTED THE C172, I LEVELED OFF. LUCKILY WE MISSED BY 200 FT OR SO. THE C172 CONTINUED DSNDING. THERE WAS NO TFC CALL OR ADVISORY FROM PHX APCH. WE CALLED THEM TO ASK ABOUT THE TFC. TO THE BEST OF MY RECOLLECTION, THE REQUEST WAS IGNORED AND BRUSHED OFF WITH A 'NO BIG DEAL' ATTITUDE. AFTER THE EVENT, IT SEEMS THAT THERE WAS ANOTHER CTLR WORKING OUR SECTOR. THE REST OF THE DAY AND FLT WERE WITHOUT INCIDENT.
