Narrative:
Aircraft arrived in ZZZ as flight with write-up: information only-evaluation autoland successful. Aircraft technician (mr X) called me on the radio for advice. He read the write-up to me. Avionics technician (mr Y) responded to me that if it was stated as 'information only,' to sign it off as 'information noted: no maintenance required.' I passed this on to mr X. The avionics group says that they are notified in advance. The maintenance technicians are not lower WX minimum performance qualified and we do not normally get involved with upgrading the aircraft. Per the gpm, we are qualified to upgrade if the originating discrepancy has been cleared and the CAT deferral log page has been updated by specifying that a 'request evaluation autoland' is required. The normal procedure for upgrading an aircraft in ZZZ is accomplished by avionics technicians. This separation of duties by work groups has led to each group being unfamiliar with procedures that they never accomplish even though we are qualified to do so. On the advice that the write-up stated 'information only,' it did not require maintenance action, the write-up was signed off as such.
Original NASA ASRS Text
Title: A B737-900 WAS DISPATCHED IN NON COMPLIANCE WITH AN OPEN LOG RPT NOT ANSWERED, IN THIS CASE THE ACFT SHOULD HAVE BEEN UPGRADED TO AUTOLAND STATUS.
Narrative: ACFT ARRIVED IN ZZZ AS FLT WITH WRITE-UP: INFO ONLY-EVALUATION AUTOLAND SUCCESSFUL. ACFT TECHNICIAN (MR X) CALLED ME ON THE RADIO FOR ADVICE. HE READ THE WRITE-UP TO ME. AVIONICS TECHNICIAN (MR Y) RESPONDED TO ME THAT IF IT WAS STATED AS 'INFO ONLY,' TO SIGN IT OFF AS 'INFO NOTED: NO MAINT REQUIRED.' I PASSED THIS ON TO MR X. THE AVIONICS GROUP SAYS THAT THEY ARE NOTIFIED IN ADVANCE. THE MAINT TECHNICIANS ARE NOT LOWER WX MINIMUM PERFORMANCE QUALIFIED AND WE DO NOT NORMALLY GET INVOLVED WITH UPGRADING THE ACFT. PER THE GPM, WE ARE QUALIFIED TO UPGRADE IF THE ORIGINATING DISCREPANCY HAS BEEN CLRED AND THE CAT DEFERRAL LOG PAGE HAS BEEN UPDATED BY SPECIFYING THAT A 'REQUEST EVALUATION AUTOLAND' IS REQUIRED. THE NORMAL PROC FOR UPGRADING AN ACFT IN ZZZ IS ACCOMPLISHED BY AVIONICS TECHNICIANS. THIS SEPARATION OF DUTIES BY WORK GROUPS HAS LED TO EACH GROUP BEING UNFAMILIAR WITH PROCS THAT THEY NEVER ACCOMPLISH EVEN THOUGH WE ARE QUALIFIED TO DO SO. ON THE ADVICE THAT THE WRITE-UP STATED 'INFO ONLY,' IT DID NOT REQUIRE MAINT ACTION, THE WRITE-UP WAS SIGNED OFF AS SUCH.
