Narrative:
I was traveling from ryy to gso on an IFR flight plan. On the segment concerning this report, I was direct genod, V20, direct jotta, direct gso, and in contact with ZTL on 125.15. On or about 2 mi east of jotta, level at 7000 ft, direct gso, a cessna appeared at my 12 O'clock position in very close proximity. It is estimated that the cessna flew directly over my aircraft by 300 ft and on a westerly heading. No evasive action was taken as the traffic appeared and disappeared in a very short time. The cessna appeared to be in level flight. I immediately advised center of the encounter and they stated something like, 'C182, I don't show any traffic in your area...oh, there he is...now he is gone.' center then came back and requested a description of the plane which I provided as described above.

Title: NMAC BTWN AN IFR C182 AT 7000 FT ON V20 AND A XING CESSNA TYPE, 300 FT ABOVE, 2 NM E OF INTXN JOTTA.
Narrative: I WAS TRAVELING FROM RYY TO GSO ON AN IFR FLT PLAN. ON THE SEGMENT CONCERNING THIS RPT, I WAS DIRECT GENOD, V20, DIRECT JOTTA, DIRECT GSO, AND IN CONTACT WITH ZTL ON 125.15. ON OR ABOUT 2 MI E OF JOTTA, LEVEL AT 7000 FT, DIRECT GSO, A CESSNA APPEARED AT MY 12 O'CLOCK POS IN VERY CLOSE PROX. IT IS ESTIMATED THAT THE CESSNA FLEW DIRECTLY OVER MY ACFT BY 300 FT AND ON A WESTERLY HDG. NO EVASIVE ACTION WAS TAKEN AS THE TFC APPEARED AND DISAPPEARED IN A VERY SHORT TIME. THE CESSNA APPEARED TO BE IN LEVEL FLT. I IMMEDIATELY ADVISED CTR OF THE ENCOUNTER AND THEY STATED SOMETHING LIKE, 'C182, I DON'T SHOW ANY TFC IN YOUR AREA...OH, THERE HE IS...NOW HE IS GONE.' CTR THEN CAME BACK AND REQUESTED A DESCRIPTION OF THE PLANE WHICH I PROVIDED AS DESCRIBED ABOVE.
