Narrative:
Aircraft was almost struck by landing C182 while taking off. We were in position and hold for landing traffic to clear, and the other aircraft did not announce final until 2 or 3 seconds before flying 15 ft overhead and continued to land ahead of us.

Title: A C182 LANDS OVER A B190 THAT WAS IN POS AND HOLD AT PNC.
Narrative: ACFT WAS ALMOST STRUCK BY LNDG C182 WHILE TAKING OFF. WE WERE IN POS AND HOLD FOR LNDG TFC TO CLR, AND THE OTHER ACFT DID NOT ANNOUNCE FINAL UNTIL 2 OR 3 SECONDS BEFORE FLYING 15 FT OVERHEAD AND CONTINUED TO LAND AHEAD OF US.
