Narrative:
During pattern entry on the 45, a piper, archer was doing a downwind departure. Came into view requiring full forward elevator to prevent collision. We used all available anti-collision procedures, ie, clearing, lights, strobes, radio announcements, standard entry, etc. This situation was caused by the piper doing a 'non-standard' departure per aim chapter 4. The piper's downwind departure clearly violated far 91.13(a) by endangering our lives.

Title: A FLT INSTRUCTOR AND STUDENT PLT ON THE 45 TURNING DOWNWIND TAKE EVASIVE ACTION TO AVOID A PA28 APPARENTLY MAKING AN INCORRECT DOWNWIND DEP.
Narrative: DURING PATTERN ENTRY ON THE 45, A PIPER, ARCHER WAS DOING A DOWNWIND DEP. CAME INTO VIEW REQUIRING FULL FORWARD ELEVATOR TO PREVENT COLLISION. WE USED ALL AVAILABLE ANTI-COLLISION PROCS, IE, CLRING, LIGHTS, STROBES, RADIO ANNOUNCEMENTS, STANDARD ENTRY, ETC. THIS SIT WAS CAUSED BY THE PIPER DOING A 'NON-STANDARD' DEP PER AIM CHAPTER 4. THE PIPER'S DOWNWIND DEP CLRLY VIOLATED FAR 91.13(A) BY ENDANGERING OUR LIVES.
