Narrative:
I was en route to bloomington, in, after shooting aerial photography in dayton, oh. I planned a fuel stop at franklin county airport and decided to navigation using a string of vors that would put franklin county just left of course. Once outbound from the last VOR, I was looking out away from the plane in the general direction of my planned destination. I immediately saw what I thought was franklin county airport. I had also chosen to use this VOR route to avoid R-3401 a&B, but once I started following the route I had this area below the fold in the map. With the few land points available to confirm that I was heading for the appropriate field, ie, large antennas to the west and a populated area to the north. I mistakenly penetrated R-3401 a&B and landed at (11II) camp atterurg. On short final I saw what looked like emergency vehicles with their lights on. They proceeded down a road parallel to the runway and I thought they must be a volunteer fire department responding to a call. Unfortunately they were coming to meet me on the ramp and inform me of my error. This is a very confusing area to navigation. Franklin is much harder to find (I went there afterwards). Even though the airspace is not always hot, I would suggest removing it from the sectional or marking it private. I was told the same thing had happened 2 weeks previous to when I was there by a much more experienced pilot and I expect that someone else may make the same error again.

THEY PROCEEDED DOWN A ROAD PARALLEL TO THE RWY AND I THOUGHT THEY MUST BE A VOLUNTEER FIRE DEPT RESPONDING TO A CALL. UNFORTUNATELY THEY WERE COMING TO MEET ME ON THE RAMP AND INFORM ME OF MY ERROR. THIS IS A VERY CONFUSING AREA TO NAV. FRANKLIN IS MUCH HARDER TO FIND (I WENT THERE AFTERWARDS). EVEN THOUGH THE AIRSPACE IS NOT ALWAYS HOT, I WOULD SUGGEST REMOVING IT FROM THE SECTIONAL OR MARKING IT PVT. I WAS TOLD THE SAME THING HAD HAPPENED 2 WKS PREVIOUS TO WHEN I WAS THERE BY A MUCH MORE EXPERIENCED PLT AND I EXPECT THAT SOMEONE ELSE MAY MAKE THE SAME ERROR AGAIN.
