Narrative:
From the FBO we were cleared to runway 19, active runway was runway 23. Captain hesitated when approaching runway 19 on taxiway H. Ground control was giving an IFR clearance to another aircraft. Before the frequency was open to ask about whether we were allowed on the runway, the captain crossed runway 19 and continued taxiing towards the approach end on taxiway B. I believe the captain thought that since runway 23 was the active runway, we could cross runway 19. The controller pointed out our error when he gave us the takeoff clearance. The wording of the aim regarding taxiing shows we were in error. The copilot should have been more assertive if he felt the runway 19 should not be crossed.

Title: AN H25B FLT CREW TAXI ACROSS RWY 19 AT CAK WITHOUT A CLRNC.
Narrative: FROM THE FBO WE WERE CLRED TO RWY 19, ACTIVE RWY WAS RWY 23. CAPT HESITATED WHEN APCHING RWY 19 ON TXWY H. GND CTL WAS GIVING AN IFR CLRNC TO ANOTHER ACFT. BEFORE THE FREQ WAS OPEN TO ASK ABOUT WHETHER WE WERE ALLOWED ON THE RWY, THE CAPT CROSSED RWY 19 AND CONTINUED TAXIING TOWARDS THE APCH END ON TXWY B. I BELIEVE THE CAPT THOUGHT THAT SINCE RWY 23 WAS THE ACTIVE RWY, WE COULD CROSS RWY 19. THE CTLR POINTED OUT OUR ERROR WHEN HE GAVE US THE TKOF CLRNC. THE WORDING OF THE AIM REGARDING TAXIING SHOWS WE WERE IN ERROR. THE COPLT SHOULD HAVE BEEN MORE ASSERTIVE IF HE FELT THE RWY 19 SHOULD NOT BE CROSSED.
