Narrative:

On pushback after engine start, tug driver advised me that personnel had driven up with late bags. I told him I would shut down engine #2 and then the bags could be put aboard. Before I could shut down engine #2 the forward cargo door was opened, the bags were put aboard, and it was closed. I continued to shut down engine #2 and called for maintenance to inspect the engine as required by the operating manual. Maintenance came and inspected engine #2 and gave us an ok. I restarted engine #2 and we departed. This caused about a 10 min delay but, more importantly, it could have resulted in injury to the individual as he had to approach in front of a running engine and the engine could have suffered serious foreign object damage. In addition, this made us look pretty stupid to the FAA inspector in my jump seat.

Title: DURING PUSHBACK FROM DFW, A B737 CAPT RPTED THAT A BAGGAGE HANDLER OPENED THE CARGO DOOR ON THE R HAND SIDE BEFORE THE CAPT COULD SHUT DOWN THE #2 ENG, CAUSING THE FLT TO BE DELAYED DUE TO A REQUIRED INSPECTION.

Narrative: ON PUSHBACK AFTER ENG START, TUG DRIVER ADVISED ME THAT PERSONNEL HAD DRIVEN UP WITH LATE BAGS. I TOLD HIM I WOULD SHUT DOWN ENG #2 AND THEN THE BAGS COULD BE PUT ABOARD. BEFORE I COULD SHUT DOWN ENG #2 THE FORWARD CARGO DOOR WAS OPENED, THE BAGS WERE PUT ABOARD, AND IT WAS CLOSED. I CONTINUED TO SHUT DOWN ENG #2 AND CALLED FOR MAINT TO INSPECT THE ENG AS REQUIRED BY THE OPERATING MANUAL. MAINT CAME AND INSPECTED ENG #2 AND GAVE US AN OK. I RESTARTED ENG #2 AND WE DEPARTED. THIS CAUSED ABOUT A 10 MIN DELAY BUT, MORE IMPORTANTLY, IT COULD HAVE RESULTED IN INJURY TO THE INDIVIDUAL AS HE HAD TO APCH IN FRONT OF A RUNNING ENG AND THE ENG COULD HAVE SUFFERED SERIOUS FOREIGN OBJECT DAMAGE. IN ADDITION, THIS MADE US LOOK PRETTY STUPID TO THE FAA INSPECTOR IN MY JUMP SEAT.
