Narrative:
Developmental controller descended the LR35 in an area owned by another sector. I did not hear the transmission and a loss of separation occurred with the mu-2. Supplemental information from acn 631892: learjet was on a heading descending for the airport for landing and the other plane departed phl on a heading, climbing. Noticed separation would be lost, I took evasive actions too late and separation was lost.
