Narrative:
Flight attendant called the flight deck to advise us that passenger 1 in seat X claimed to be a british officer, was concerned with the actions of passenger 2 in seat Y. Passenger 1 claimed passenger 2 was acting strange and appeared to be nervous and was watching closely the flight attendants and other passenger, and he was using something silver that appeared to be some sort of counter. At the time I was notified, passenger 2 was sleeping and was not bothering anyone. I did contact dispatch to let them know what was going on and to run a security check on passenger 2. The checks found nothing unusual on passenger 2. Both dispatch, the first officer, and myself did not feel the need to go 'level one threat level.' there were two fam's onboard and were notified as to what was going on, as well as the purser. We continued to jfk without any difficulties.
