Narrative:
C130 departed mcf and climbed through tower assigned altitude. I then issued him 12000 ft. He subsequently climbed through that altitude without approval after contacting ZJX. Supplemental information from acn 632766: C130 departed mcf and should have stopped at 16000 ft, but flew above 16000 ft (first deviation) then climbed above 12000 ft to 12700 ft and then descended back to 12000 ft.

Narrative: C130 DEPARTED MCF AND CLBED THROUGH TWR ASSIGNED ALT. I THEN ISSUED HIM 12000 FT. HE SUBSEQUENTLY CLBED THROUGH THAT ALT WITHOUT APPROVAL AFTER CONTACTING ZJX. SUPPLEMENTAL INFO FROM ACN 632766: C130 DEPARTED MCF AND SHOULD HAVE STOPPED AT 16000 FT, BUT FLEW ABOVE 16000 FT (FIRST DEV) THEN CLBED ABOVE 12000 FT TO 12700 FT AND THEN DSNDED BACK TO 12000 FT.
