Narrative:

Our aircraft was cleared by ZMA for visual approach to vrb runway 11R. ATIS reported runway 11R in use, winds 100 degrees at 10 KTS. Center handed us off to vrb tower. Approximately 10 mi west of vrb, we reported to vrb and advised position and on visual approach to runway 11R. Tower reported traffic ahead on 2 mi base. We reported traffic not in sight but saw a target on TCAS at 2 O'clock position which then disappeared (behind our right wing). We again asked tower for traffic position and again reported not in sight. At approximately 300 ft on short final, we saw an aircraft touching down on runway 4 on an intersecting path with our planned rollout. We then executed a missed approach.

Narrative: OUR ACFT WAS CLRED BY ZMA FOR VISUAL APCH TO VRB RWY 11R. ATIS RPTED RWY 11R IN USE, WINDS 100 DEGS AT 10 KTS. CTR HANDED US OFF TO VRB TWR. APPROX 10 MI W OF VRB, WE RPTED TO VRB AND ADVISED POS AND ON VISUAL APCH TO RWY 11R. TWR RPTED TFC AHEAD ON 2 MI BASE. WE RPTED TFC NOT IN SIGHT BUT SAW A TARGET ON TCAS AT 2 O'CLOCK POS WHICH THEN DISAPPEARED (BEHIND OUR R WING). WE AGAIN ASKED TWR FOR TFC POS AND AGAIN RPTED NOT IN SIGHT. AT APPROX 300 FT ON SHORT FINAL, WE SAW AN ACFT TOUCHING DOWN ON RWY 4 ON AN INTERSECTING PATH WITH OUR PLANNED ROLLOUT. WE THEN EXECUTED A MISSED APCH.
