Narrative:
At hpn, first officer flying, departure off runway 16. SID calls for speed less than or equal to 190 KIAS, right turn at 800 ft to 320 degrees. Engine out procedure calls for right turn to 100 degrees. After takeoff, during climb out at approximately 500 ft, encountered several birds down the left side of the aircraft, accompanied with a 'thud.' we continued climb on runway heading while ensuring there were no problems developing from a bird ingestion or strike. We were handed to departure as we started the turn to 320 degrees. The controller queried us on the heading. We continued the climb and passing through 210 degrees, the controller 'recommended' an immediate climb to 4000 ft. He called out traffic at 12 O'clock position, opposite direction, 3000 ft. As we passed through 3300 ft the TCASII gave an RA of 'descend, descend now!' we had the traffic in sight, which was descending and in a right turn. We continued our climbing right turn.

Title: TFC CONFLICT OCCURS AT 3000 FT WHEN A DEP CL65 FLT CREW DELAYS THEIR TURN DUE TO BIRD STRIKE TO THE ASSIGNED HDG OF 320 DEGS AT 800 FT AFTER DEPARTING RWY 16 AT HPN.
Narrative: AT HPN, FO FLYING, DEP OFF RWY 16. SID CALLS FOR SPD LESS THAN OR EQUAL TO 190 KIAS, R TURN AT 800 FT TO 320 DEGS. ENG OUT PROC CALLS FOR R TURN TO 100 DEGS. AFTER TKOF, DURING CLBOUT AT APPROX 500 FT, ENCOUNTERED SEVERAL BIRDS DOWN THE L SIDE OF THE ACFT, ACCOMPANIED WITH A 'THUD.' WE CONTINUED CLB ON RWY HDG WHILE ENSURING THERE WERE NO PROBS DEVELOPING FROM A BIRD INGESTION OR STRIKE. WE WERE HANDED TO DEP AS WE STARTED THE TURN TO 320 DEGS. THE CTLR QUERIED US ON THE HDG. WE CONTINUED THE CLB AND PASSING THROUGH 210 DEGS, THE CTLR 'RECOMMENDED' AN IMMEDIATE CLB TO 4000 FT. HE CALLED OUT TFC AT 12 O'CLOCK POS, OPPOSITE DIRECTION, 3000 FT. AS WE PASSED THROUGH 3300 FT THE TCASII GAVE AN RA OF 'DSND, DSND NOW!' WE HAD THE TFC IN SIGHT, WHICH WAS DSNDING AND IN A R TURN. WE CONTINUED OUR CLBING R TURN.
