Narrative:

On ILS 3 29 DME arc to cpr, incorrectly started down to 8500 ft prior to 193 degree radial. Aircraft egpws alerted with 'caution' then 'terrain' warning. Terrain avoidance maneuver was executed and aircraft returned to 10400 ft. Altitude of 10000 ft was reported to cpr radio when asked and then 10400 ft when level. Approach to landing was continued without further incident.

Title: DURING AN APCH TO CPR ON THE ILS RWY 13, A B727 CREW'S GPWS ACTIVATES TO WARN THEM THAT THEY HAVE DSNDED PRIOR TO REACHING THE POINT ON THE 29 MI ARC THAT ALLOWS DSCNT BELOW 10400 FT.
