Narrative:
On the ILS runway 17L approach to cos, we were cleared to land. Another aircraft was cleared for takeoff on the same runway and I noted on the TCASII approximately a 5 mi separation between us. At 300 ft we were instructed to 'go around, traffic on the runway.' I executed the go around and received vectors for a second approach, which was uneventful. At no point on the first approach or go around did we ever see the runway. After landing, I asked the ground controller to explain the situation and I was told that an aircraft had been cleared into position and hold and then instructed to taxi clear and report. I was instructed to go around because the other aircraft was not clear. I could have anticipated the situation if I had been listening more closely and heard the communication with the other aircraft. I believe the controllers allowed insufficient separation to begin with.

Title: DELAYED TKOF BY ACFT Y ON RWY 17L REQUIRES LCL CTLR TO ISSUE A GAR TO ACFT X ON SHORT FINAL WITH A 300 FT CEILING AT COS.
Narrative: ON THE ILS RWY 17L APCH TO COS, WE WERE CLRED TO LAND. ANOTHER ACFT WAS CLRED FOR TKOF ON THE SAME RWY AND I NOTED ON THE TCASII APPROX A 5 MI SEPARATION BTWN US. AT 300 FT WE WERE INSTRUCTED TO 'GO AROUND, TFC ON THE RWY.' I EXECUTED THE GAR AND RECEIVED VECTORS FOR A SECOND APCH, WHICH WAS UNEVENTFUL. AT NO POINT ON THE FIRST APCH OR GAR DID WE EVER SEE THE RWY. AFTER LNDG, I ASKED THE GND CTLR TO EXPLAIN THE SIT AND I WAS TOLD THAT AN ACFT HAD BEEN CLRED INTO POS AND HOLD AND THEN INSTRUCTED TO TAXI CLR AND RPT. I WAS INSTRUCTED TO GO AROUND BECAUSE THE OTHER ACFT WAS NOT CLR. I COULD HAVE ANTICIPATED THE SIT IF I HAD BEEN LISTENING MORE CLOSELY AND HEARD THE COM WITH THE OTHER ACFT. I BELIEVE THE CTLRS ALLOWED INSUFFICIENT SEPARATION TO BEGIN WITH.
