Narrative:

We arrived at the ifp airport at XA25 for an XB30 departure. There were no flight plans, flight releases, WX, or NOTAMS available for the 3 legs planned for the day. After waiting more than 30 mins, to avoid a delay we requested and received necessary flight information over the phone. A few mins before departure, we received faxed hard copies of the first leg. We instructed the flight dispatcher to facsimile the remaining flight information to our first destination, dlh. Upon arrival in dlh, the flight plan, flight release, WX, and NOTAMS were unavailable in hard copy. After several unsuccessful attempts to receive hard copies via facsimile, I elected to receive the necessary flight information by phone. The flight dispatcher relayed the flight information and I copied it. At the end of the dispatcher briefing, I asked the flight dispatcher if I had received all the necessary information from the flight plan, flight release, WX, and NOTAMS to complete the flight. The flight dispatcher assured us the information was complete and we departed. After receiving ATIS at far, we realized the ATIS information did not match our fargo approach plates. We immediately slowed the aircraft up and got a phone patch to operations. I asked the dispatcher about NOTAMS and performance to runway 18 in fargo. I was told to apply runway 17 information to runway 18. I questioned the fact the airport page is contrary to this information. We proceeded VFR to the airport. On approach we lined up with taxiway a. According to our supposedly current chart, this was supposedly runway 18. As we descended through 1500 ft AGL, we saw what we thought was the new runway that was being built. This was the old runway 17, but is now the new runway 18. We had lined up with taxiway a, but asked tower for clarification. We were informed the new runway 18 was open! We sidestepped to runway 18 and landed safely. Upon arrival at the gate, I called dispatch and we determined the commercial airport plates were out of date. We did not receive the NOTAMS informing us of the completion and changes to the airport. The revisions that contained the current fargo plates were not installed or received by the person responsible for installing them. We had current fargo approach charts faxed to us.

Title: DISPATCHER FAILS TO PROVIDE TIMELY NOTAMS REGARDING CLOSED RWY AT FAR TO FLT CREW OF MLG. LATER DISCOVER THAT FAR ARPT PAGES ARE NOT CURRENT.

AFTER WAITING MORE THAN 30 MINS, TO AVOID A DELAY WE REQUESTED AND RECEIVED NECESSARY FLT INFO OVER THE PHONE. A FEW MINS BEFORE DEP, WE RECEIVED FAXED HARD COPIES OF THE FIRST LEG. WE INSTRUCTED THE FLT DISPATCHER TO FAX THE REMAINING FLT INFO TO OUR FIRST DEST, DLH. UPON ARR IN DLH, THE FLT PLAN, FLT RELEASE, WX, AND NOTAMS WERE UNAVAILABLE IN HARD COPY. AFTER SEVERAL UNSUCCESSFUL ATTEMPTS TO RECEIVE HARD COPIES VIA FAX, I ELECTED TO RECEIVE THE NECESSARY FLT INFO BY PHONE. THE FLT DISPATCHER RELAYED THE FLT INFO AND I COPIED IT. AT THE END OF THE DISPATCHER BRIEFING, I ASKED THE FLT DISPATCHER IF I HAD RECEIVED ALL THE NECESSARY INFO FROM THE FLT PLAN, FLT RELEASE, WX, AND NOTAMS TO COMPLETE THE FLT. THE FLT DISPATCHER ASSURED US THE INFO WAS COMPLETE AND WE DEPARTED. AFTER RECEIVING ATIS AT FAR, WE REALIZED THE ATIS INFO DID NOT MATCH OUR FARGO APCH PLATES. WE IMMEDIATELY SLOWED THE ACFT UP AND GOT A PHONE PATCH TO OPS. I ASKED THE DISPATCHER ABOUT NOTAMS AND PERFORMANCE TO RWY 18 IN FARGO. I WAS TOLD TO APPLY RWY 17 INFO TO RWY 18. I QUESTIONED THE FACT THE ARPT PAGE IS CONTRARY TO THIS INFO. WE PROCEEDED VFR TO THE ARPT. ON APCH WE LINED UP WITH TXWY A. ACCORDING TO OUR SUPPOSEDLY CURRENT CHART, THIS WAS SUPPOSEDLY RWY 18. AS WE DSNDED THROUGH 1500 FT AGL, WE SAW WHAT WE THOUGHT WAS THE NEW RWY THAT WAS BEING BUILT. THIS WAS THE OLD RWY 17, BUT IS NOW THE NEW RWY 18. WE HAD LINED UP WITH TXWY A, BUT ASKED TWR FOR CLARIFICATION. WE WERE INFORMED THE NEW RWY 18 WAS OPEN! WE SIDESTEPPED TO RWY 18 AND LANDED SAFELY. UPON ARR AT THE GATE, I CALLED DISPATCH AND WE DETERMINED THE COMMERCIAL ARPT PLATES WERE OUT OF DATE. WE DID NOT RECEIVE THE NOTAMS INFORMING US OF THE COMPLETION AND CHANGES TO THE ARPT. THE REVISIONS THAT CONTAINED THE CURRENT FARGO PLATES WERE NOT INSTALLED OR RECEIVED BY THE PERSON RESPONSIBLE FOR INSTALLING THEM. WE HAD CURRENT FARGO APCH CHARTS FAXED TO US.
