Narrative:

Departing runway 30, issued the capital 5 departure. Cleared for takeoff, we were not issued a heading. The procedure is then runway heading and 3000 ft. After contacting departure, we were cleared to 10000 ft, on the runway heading. Climbing through 5500 ft, an RA of 'reduce vertical speed' sounded. We had visual contact with an opposite direction airbus at 6000 ft in our 2 O'clock position. We were already shallowing out our climb when the controller issued a right turn directly into the conflicting traffic twice. I advised him we were stopping our climb and unable to turn due to the airbus. A new controller took over and we continued.

Narrative: DEPARTING RWY 30, ISSUED THE CAPITAL 5 DEP. CLRED FOR TKOF, WE WERE NOT ISSUED A HDG. THE PROC IS THEN RWY HDG AND 3000 FT. AFTER CONTACTING DEP, WE WERE CLRED TO 10000 FT, ON THE RWY HDG. CLBING THROUGH 5500 FT, AN RA OF 'REDUCE VERT SPD' SOUNDED. WE HAD VISUAL CONTACT WITH AN OPPOSITE DIRECTION AIRBUS AT 6000 FT IN OUR 2 O'CLOCK POS. WE WERE ALREADY SHALLOWING OUT OUR CLB WHEN THE CTLR ISSUED A R TURN DIRECTLY INTO THE CONFLICTING TFC TWICE. I ADVISED HIM WE WERE STOPPING OUR CLB AND UNABLE TO TURN DUE TO THE AIRBUS. A NEW CTLR TOOK OVER AND WE CONTINUED.
