Narrative:
During climb out on the rioja departure; we increased climb speed to 280 KTS after leaving 10000 ft. The controller said we should review the departure for the 250 KT restriction below 18000 ft within 30 miles from the mex VORTAC. We immediately slowed to 250 KTS. After researching; we finally found the information in the regions section of the fom. All other airspeed restrictions are noted on the terminal chart. Some are noted on the 10-7 page. I commented as we passed through 10000 ft to confirm no more speed restrictions. I feel that the information is not readily accessible and the posting of speed restrictions are inconsistent. The only speed restriction on the departure is 200 KTS until vasos. I think it would help to at least put this below 18000 ft restriction on the area chart along with the others.

Title: AN A320 CREW EXCEEDED 250 KTS AFTER CLBING PAST 10000 FT DEPARTING MEXICO CITY. THE INSTRUMENT DEP CHART DID NOT DISPLAY THE SPD RESTRICTION NOTICE.
Narrative: DURING CLB OUT ON THE RIOJA DEP; WE INCREASED CLB SPD TO 280 KTS AFTER LEAVING 10000 FT. THE CTLR SAID WE SHOULD REVIEW THE DEP FOR THE 250 KT RESTRICTION BELOW 18000 FT WITHIN 30 MILES FROM THE MEX VORTAC. WE IMMEDIATELY SLOWED TO 250 KTS. AFTER RESEARCHING; WE FINALLY FOUND THE INFO IN THE REGIONS SECTION OF THE FOM. ALL OTHER AIRSPD RESTRICTIONS ARE NOTED ON THE TERMINAL CHART. SOME ARE NOTED ON THE 10-7 PAGE. I COMMENTED AS WE PASSED THROUGH 10000 FT TO CONFIRM NO MORE SPD RESTRICTIONS. I FEEL THAT THE INFO IS NOT READILY ACCESSIBLE AND THE POSTING OF SPD RESTRICTIONS ARE INCONSISTENT. THE ONLY SPD RESTRICTION ON THE DEP IS 200 KTS UNTIL VASOS. I THINK IT WOULD HELP TO AT LEAST PUT THIS BELOW 18000 FT RESTRICTION ON THE AREA CHART ALONG WITH THE OTHERS.
