Narrative:

After takeoff and reaching 1000 ft AGL; we tried to select the flap lever to the 'up' position and it was jammed. After leveloff; we selected the flap lever to 20 degrees and found that we could extend the flaps and retract them back to flaps 3 degrees. We ran the QRH procedures and returned with no problems. Callback conversation with reporter revealed the following information: the reporter stated the flap control handle would not move from the takeoff setting to full up. The control handle was moved in the extend position to 20 units and on retracting it moved to 8 units and stopped. The maintenance action for correction of the control handle is unknown; as maintenance makes no reports for the crews.

Title: A CRJ700 ON TKOF CLB AT 1000 FT WAS UNABLE TO SELECT FLAPS TO THE UP POS. SELECTED FLAPS TO 20 UNITS RETRACTED TO 8 UNITS MAX. RETURNED TO THE FIELD.

Narrative: AFTER TKOF AND REACHING 1000 FT AGL; WE TRIED TO SELECT THE FLAP LEVER TO THE 'UP' POS AND IT WAS JAMMED. AFTER LEVELOFF; WE SELECTED THE FLAP LEVER TO 20 DEGS AND FOUND THAT WE COULD EXTEND THE FLAPS AND RETRACT THEM BACK TO FLAPS 3 DEGS. WE RAN THE QRH PROCS AND RETURNED WITH NO PROBS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE FLAP CTL HANDLE WOULD NOT MOVE FROM THE TKOF SETTING TO FULL UP. THE CTL HANDLE WAS MOVED IN THE EXTEND POS TO 20 UNITS AND ON RETRACTING IT MOVED TO 8 UNITS AND STOPPED. THE MAINT ACTION FOR CORRECTION OF THE CTL HANDLE IS UNKNOWN; AS MAINT MAKES NO RPTS FOR THE CREWS.
