Narrative:

As we were taxiing for takeoff in homer; ak; we cleared the runway clear right/left. I made a radio call stating we were departing runway 3. Another aircraft came on the radio and said he was on short final for runway 21; on the captain's side. We immediately came to a stop short of the runway and not across the hold line. While we were waiting for the taildragger (I believe it was a champ); I pointed out to the captain a cessna turning base for runway 3. As the champ was rolling out on runway 21; the captain started taxiing onto the runway for departure. I told him the plane was still rolling out on runway 21 and the other aircraft was turning final for runway 3. He said it wasn't going to be a problem and made a radio call. Homer radio came on the radio and said there was a plane still on runway 21. The captain said 'I think he is turning off on taxiway a.' the cessna for runway 3 ended up going around and re-entering downwind for runway 3. This situation was very dangerous and we never should have taxied onto the runway. After this happened; I realized that I really should've used the brakes and stopped the plane from taxiing onto the runway. The captain had the attitude that we are an airline and the other planes should let us be the first to depart.

Title: A TWIN OTTER CAPT DEPARTED AHO PRIOR TO OPPOSITE DIRECTION LNDG TFC CLRING AND FORCING AN APCHING ACFT TO GO AROUND.

Narrative: AS WE WERE TAXIING FOR TKOF IN HOMER; AK; WE CLRED THE RWY CLR R/L. I MADE A RADIO CALL STATING WE WERE DEPARTING RWY 3. ANOTHER ACFT CAME ON THE RADIO AND SAID HE WAS ON SHORT FINAL FOR RWY 21; ON THE CAPT'S SIDE. WE IMMEDIATELY CAME TO A STOP SHORT OF THE RWY AND NOT ACROSS THE HOLD LINE. WHILE WE WERE WAITING FOR THE TAILDRAGGER (I BELIEVE IT WAS A CHAMP); I POINTED OUT TO THE CAPT A CESSNA TURNING BASE FOR RWY 3. AS THE CHAMP WAS ROLLING OUT ON RWY 21; THE CAPT STARTED TAXIING ONTO THE RWY FOR DEP. I TOLD HIM THE PLANE WAS STILL ROLLING OUT ON RWY 21 AND THE OTHER ACFT WAS TURNING FINAL FOR RWY 3. HE SAID IT WASN'T GOING TO BE A PROB AND MADE A RADIO CALL. HOMER RADIO CAME ON THE RADIO AND SAID THERE WAS A PLANE STILL ON RWY 21. THE CAPT SAID 'I THINK HE IS TURNING OFF ON TXWY A.' THE CESSNA FOR RWY 3 ENDED UP GOING AROUND AND RE-ENTERING DOWNWIND FOR RWY 3. THIS SIT WAS VERY DANGEROUS AND WE NEVER SHOULD HAVE TAXIED ONTO THE RWY. AFTER THIS HAPPENED; I REALIZED THAT I REALLY SHOULD'VE USED THE BRAKES AND STOPPED THE PLANE FROM TAXIING ONTO THE RWY. THE CAPT HAD THE ATTITUDE THAT WE ARE AN AIRLINE AND THE OTHER PLANES SHOULD LET US BE THE FIRST TO DEPART.
