Narrative:

Aircraft just landed and was awaiting access to gate in ZZZ. Crew heard loud pop followed by complete electrical failure. First officer discovered smoke and fire coming from circuit breaker panel behind his seat. Captain discharged halon fire extinguisher. Emergency vehicles were called. Passenger and crew evacuated aircraft by emergency chutes. No injuries. Callback conversation with reporter revealed the following information: aircraft was parked waiting for a gate assignment when the aircraft lost complete electrical power. Smoke came from the circuit breaker panel behind the first officer's seat accompanied by a flame 8 inches in length curling up the front surface of the circuit breaker panel. Halon bottle was used by the captain to extinguish fire. The 48 passenger plus crew were evacuated using the escape slides with no injuries to passenger or crew. All of the escape slides functioned normally. The cause of the smoke and fire was a circuit breaker labeled 'ground cooling.' the breaker was removed and sent to boeing for study.

SMOKE CAME FROM THE CIRCUIT BREAKER PANEL BEHIND THE FO'S SEAT ACCOMPANIED BY A FLAME 8 INCHES IN LENGTH CURLING UP THE FRONT SURFACE OF THE CIRCUIT BREAKER PANEL. HALON BOTTLE WAS USED BY THE CAPT TO EXTINGUISH FIRE. THE 48 PAX PLUS CREW WERE EVACUATED USING THE ESCAPE SLIDES WITH NO INJURIES TO PAX OR CREW. ALL OF THE ESCAPE SLIDES FUNCTIONED NORMALLY.
