Narrative:
In cruise at FL350 the right recirculation fan tripped off. We accomplished the checklist and continued with the fan off. About 40 mins later; the right pack tripped off for high temperature. We started the checklist when about 1 min later the left pack tripped off. The cabin altitude started a slow climb. We donned our oxygen masks and contacted new york comrdo declaring an emergency requesting an immediate descent. I made a PA explaining that we were having a problem with the pressurization system and that we might have to deploy their oxygen masks. I requested that they follow the flight attendant's instructions. I also talked to the purser explaining the situation. I continued to monitor the cabin altitude when it approached 10000 ft. I reset the right pack. The cabin then started to descend. After leveling at 14000 ft; the left pack was reset successfully. When we were sure everything was stable; we climbed to FL240 and diverted to san juan. In retrospect; I feel that to have been in total compliance with the red box items; I should have deployed the passenger oxygen.
