Narrative:

I had an E145 inbound to pns. The wind was from the north at 13 KTS. We were advertising GPS runway 35 approach. Aircraft said they were unable to do a GPS; NDB or ASR and would require an ILS runway 17 circle runway 35. Npa was on runway 25; and their final was very busy making the circle to runway 35 difficult. Pns should have an ILS on both runway 17 and runway 35 to remedy this situation if air carrier's can't shoot GPS or NDB's. The aircraft is GPS equipped. Air carrier X will not allow their pilots to do GPS approachs.

Narrative: I HAD AN E145 INBOUND TO PNS. THE WIND WAS FROM THE N AT 13 KTS. WE WERE ADVERTISING GPS RWY 35 APCH. PNS SHOULD HAVE AN ILS ON BOTH RWY 17 AND RWY 35 TO REMEDY THIS SIT IF ACR'S CAN'T SHOOT GPS OR NDB'S. THE ACFT IS GPS EQUIPPED. ACR X WILL NOT ALLOW THEIR PLTS TO DO GPS APCHS.
