Narrative:
When checking logbook; found that some of the required MEL placards were missing. I pulled up from the ACARS placard or deferred item 'Y dated feb/sat. While reading the placard I noted a requirement for circuit breakers to be pulled and capped in the rear galley. I called to the back to see if in fact they were pulled and they were not nor was there a deferred sticker in place. This is in violation of fom page X requiring all placard information to be complied with at the time of deferral. I called maintenance and he confirmed that yes it was to be accomplished and asked if I would pull and cap the circuit breaker. Maintenance could not identify the correct circuit breaker to be pulled; so we agreed to pull all the circuit breakers associated with the food cart controllers and cap them with deferred stickers. My question to maintenance is; why did not the individuals responsible for deferring this item accomplish the items required in direct violation of the FARS? This is an ongoing problem I am having with maintenance.

Title: A B757-200 CAPT RPTS FINDING OPEN DEFERRED ITEMS NOT PROPERLY PLACARDED AND SPECIAL PROCS NOT ACCOMPLISHED. CIRCUIT BREAKERS NOT LOCKED OUT.

I CALLED MAINT AND HE CONFIRMED THAT YES IT WAS TO BE ACCOMPLISHED AND ASKED IF I WOULD PULL AND CAP THE CIRCUIT BREAKER. MAINT COULD NOT IDENT THE CORRECT CIRCUIT BREAKER TO BE PULLED; SO WE AGREED TO PULL ALL THE CIRCUIT BREAKERS ASSOCIATED WITH THE FOOD CART CONTROLLERS AND CAP THEM WITH DEFERRED STICKERS. MY QUESTION TO MAINT IS; WHY DID NOT THE INDIVIDUALS RESPONSIBLE FOR DEFERRING THIS ITEM ACCOMPLISH THE ITEMS REQUIRED IN DIRECT VIOLATION OF THE FARS? THIS IS AN ONGOING PROB I AM HAVING WITH MAINT.
