Narrative:
We departed runway 24 in a hawker 800 xp on the teb 5 departure. The first officer was in the left seat; flying the airplane. I was in the right seat running the checklist. We were supposed to maintain 1500 ft until passing the teb 4.5 DME and then climb to 2000 ft. The first officer departed 1500 ft prior to 4.5 DME and climbed to 2000 ft. The controller queried us on our altitude and we had a short discussion concerning the confusion. The controller stated that there had been a 'lot of problems' with that departure. To the best of our knowledge there was no conflict and the controller did not seem upset. We were not reprimanded nor did we receive instructions to call anyone upon landing. The remainder of the flight was uneventful. The first officer is not as experienced as other pilots in the company; but it was his turn to fly. I believe that the first officer was distracted by trying to fly the airplane and accomplish other tasks at the same time. He inadvertently climbed out of 1500 ft early.

Title: AN HS 125 CREW MISREAD THE TEB 5 DEP AND CLBED TO 2000 FT TOO EARLY.
Narrative: WE DEPARTED RWY 24 IN A HAWKER 800 XP ON THE TEB 5 DEP. THE FO WAS IN THE L SEAT; FLYING THE AIRPLANE. I WAS IN THE R SEAT RUNNING THE CHKLIST. WE WERE SUPPOSED TO MAINTAIN 1500 FT UNTIL PASSING THE TEB 4.5 DME AND THEN CLB TO 2000 FT. THE FO DEPARTED 1500 FT PRIOR TO 4.5 DME AND CLBED TO 2000 FT. THE CTLR QUERIED US ON OUR ALT AND WE HAD A SHORT DISCUSSION CONCERNING THE CONFUSION. THE CTLR STATED THAT THERE HAD BEEN A 'LOT OF PROBLEMS' WITH THAT DEP. TO THE BEST OF OUR KNOWLEDGE THERE WAS NO CONFLICT AND THE CTLR DID NOT SEEM UPSET. WE WERE NOT REPRIMANDED NOR DID WE RECEIVE INSTRUCTIONS TO CALL ANYONE UPON LNDG. THE REMAINDER OF THE FLT WAS UNEVENTFUL. THE FO IS NOT AS EXPERIENCED AS OTHER PLTS IN THE COMPANY; BUT IT WAS HIS TURN TO FLY. I BELIEVE THAT THE FO WAS DISTRACTED BY TRYING TO FLY THE AIRPLANE AND ACCOMPLISH OTHER TASKS AT THE SAME TIME. HE INADVERTENTLY CLBED OUT OF 1500 FT EARLY.
