Narrative:

We were departing teb runway 24. As the PNF; I briefed the teb 5 SID from runway 24. The captain asked a couple of questions about the procedure; which I corrected and answered. The proper procedure is to fly runway heading to 1500 ft; make an immediate right turn to 280 degrees; and climb to 2000 ft only after reaching 4.5 DME. I bugged 280 degrees on my dg and runway heading on the captain's; and briefed him so. He asked that I verify climbing only after 4.5 DME; which I did. We discussed reducing power immediately to avoid exceeding 1500 ft and 200 KTS. After takeoff; I called the altitudes to ensure a level off at 1500 ft. At 1500 ft; I called '2-8-0;' but the captain did not turn. Because this captain has a history of declining advice or direction from his first officer's. I hesitated briefly before realizing that he was waiting for 4.5 DME to initiate the turn. Before I could react; ATC contacted us to ask our heading; to which I replied 'runway heading' while gesturing for a turn. ATC was rightfully angry; as we were encroaching; or about to encroach; into ewr airspace. We were chastised and ordered to turn to 280 degrees. The captain never commented. I believe that this incident occurred through a lack of communication between the captain and myself in that he still did not have a full understanding of the SID and my hesitation to take corrective action after his failure to respond to my call to turn to 280 degree heading; based in part on his history of reacting badly to advice or direction from his first officer's. I am currently taking steps with our company to resolve the hostility toward first officer's doing their job and to find weather new procedures should be implemented to ensure that sids are more thoroughly briefed and understood.

ATC WAS RIGHTFULLY ANGRY; AS WE WERE ENCROACHING; OR ABOUT TO ENCROACH; INTO EWR AIRSPACE. WE WERE CHASTISED AND ORDERED TO TURN TO 280 DEGS. THE CAPT NEVER COMMENTED. I BELIEVE THAT THIS INCIDENT OCCURRED THROUGH A LACK OF COM BETWEEN THE CAPT AND MYSELF IN THAT HE STILL DID NOT HAVE A FULL UNDERSTANDING OF THE SID AND MY HESITATION TO TAKE CORRECTIVE ACTION AFTER HIS FAILURE TO RESPOND TO MY CALL TO TURN TO 280 DEG HDG; BASED IN PART ON HIS HISTORY OF REACTING BADLY TO ADVICE OR DIRECTION FROM HIS FO'S. I AM CURRENTLY TAKING STEPS WITH OUR COMPANY TO RESOLVE THE HOSTILITY TOWARD FO'S DOING THEIR JOB AND TO FIND WEATHER NEW PROCS SHOULD BE IMPLEMENTED TO ENSURE THAT SIDS ARE MORE THOROUGHLY BRIEFED AND UNDERSTOOD.
