Narrative:
Taxiing aircraft to blast fence; r-hand turn to position on blast fence for run-up tests; struck l-hand wingtip against fence; damaged wingtip. I was taxiing aircraft X to blast fence and parked on blast fence to perform maintenance on aircraft. Pulled chocks and gave clearance to start. After 2 successful starts; aircraft was taxied to fence. Upon r-hand turn; l-hand wingtip struck part of fence; damaging l-hand wingtip area. I had the left window open; and was looking out the window to observe. Turn was initiated too late and struck the bottom of the l-hand wingtip. Upon contact; aircraft was stopped; and officials were notified.
