Narrative:

Aircraft X ssw bound at FL270; level flight. The previous sector asked what altitude on an mgy inbound aircraft Y. I told them to handle him like a day inbound. The rbl sector had problems spacing cvg inbounds on a flash through procedure through my sector which diverted my attention. I had coordination on another day inbound on a vector for additional traffic. I decided that I had plenty of time to descend aircraft Y below aircraft X; so I issued FL260 to get below the FL270 traffic. I vectored 2 aircraft in the northern part of the sector at FL320 and when I got back to aircraft Y; he didn't descend as I expected. I expedited his descent to FL260 and tried to get a report level and was unable.

Narrative: ACFT X SSW BOUND AT FL270; LEVEL FLT. THE PREVIOUS SECTOR ASKED WHAT ALT ON AN MGY INBOUND ACFT Y. I TOLD THEM TO HANDLE HIM LIKE A DAY INBOUND. THE RBL SECTOR HAD PROBS SPACING CVG INBOUNDS ON A FLASH THROUGH PROC THROUGH MY SECTOR WHICH DIVERTED MY ATTN. I HAD COORD ON ANOTHER DAY INBOUND ON A VECTOR FOR ADDITIONAL TFC. I DECIDED THAT I HAD PLENTY OF TIME TO DSND ACFT Y BELOW ACFT X; SO I ISSUED FL260 TO GET BELOW THE FL270 TFC. I VECTORED 2 ACFT IN THE NORTHERN PART OF THE SECTOR AT FL320 AND WHEN I GOT BACK TO ACFT Y; HE DIDN'T DSND AS I EXPECTED. I EXPEDITED HIS DSCNT TO FL260 AND TRIED TO GET A RPT LEVEL AND WAS UNABLE.
