Narrative:
ARTS handoffs to ZJX or to beaufort approach become 'if' fail handoffs when any type of amendment to aircraft occurs. The only way to fix it is to do: 1) a manual handoff with adjacent facility; 2) sometimes if use ARTS 'handoff ok; sector C73.' this is an automation problem that needs to be corrected. Because controller may think he is handing off; however; it becomes an 'if' and can cause an operational deviation.

Title: SAV TRACON CTLR EXPRESSED CONCERN REGARDING ARTS HDOF PROB WITH ADJACENT FACILITIES.
Narrative: ARTS HDOFS TO ZJX OR TO BEAUFORT APCH BECOME 'IF' FAIL HDOFS WHEN ANY TYPE OF AMENDMENT TO ACFT OCCURS.
