Narrative:
We were flight abb roc-ZZZ in climb. With ZOB passing approximately FL315 going to FL330. We received TCASII advisory 'traffic; traffic.' TCASII showing aircraft 12-1 O'clock position. Passing FL317 we received an RA 'climb; crossing; climb' with a call from ZOB asking if we could level at FL300. At this point (too late) I accomplished the appropriate procedure as outlined in our company flight manual until TCASII announced; 'clear of traffic.' talked to the next controller after handoff (next sector). He stated previous ARTCC was in error and had some confusion as to our cleared altitude and said there was no action necessary on our part.

Title: TFC CONFLICT DURING CLB AT FL317 RESULTING IN AN AVOIDANCE MANEUVER DIRECTED BY TCASII.
Narrative: WE WERE FLT ABB ROC-ZZZ IN CLB. WITH ZOB PASSING APPROX FL315 GOING TO FL330. WE RECEIVED TCASII ADVISORY 'TFC; TFC.' TCASII SHOWING ACFT 12-1 O'CLOCK POS. PASSING FL317 WE RECEIVED AN RA 'CLB; XING; CLB' WITH A CALL FROM ZOB ASKING IF WE COULD LEVEL AT FL300. AT THIS POINT (TOO LATE) I ACCOMPLISHED THE APPROPRIATE PROC AS OUTLINED IN OUR COMPANY FLT MANUAL UNTIL TCASII ANNOUNCED; 'CLR OF TFC.' TALKED TO THE NEXT CTLR AFTER HDOF (NEXT SECTOR). HE STATED PREVIOUS ARTCC WAS IN ERROR AND HAD SOME CONFUSION AS TO OUR CLRED ALT AND SAID THERE WAS NO ACTION NECESSARY ON OUR PART.
