Narrative:
On mon; may 2005; aircraft X; a dc-9; arrived in ZZZ1. The #1 tire assembly blew on touchdown. Upon inspection; found tire assembly was assembled in ZZZ1 by manufacturer X; was placed on aircraft in ZZZ2; flew to ZZZ1; ZZZ1 to ZZZ3; ZZZ3 to ZZZ1; blew tire. Through bolts were all loose; could move them by hand. Bearings were shattered. Lower strut was out of limits and had to be changed. Aircraft was out of service for 2 days. Callback conversation with reporter revealed the following information: the tire shop was closed last year and the work contracted out to a company located in ZZZ. The reporter claims that the work received from this shop is sub standard. Issues include tie bolts not torqued; tie bolt nuts not showing at least three threads and tie bolts breaking after a short time in service. The flight safety district office has been alerted to the problem; but there apparently has not been much improvement.

Title: A DC9-30 #1 MAIN TIRE BLEW OUT ON LNDG. ACFT HAD MADE 5 LNDGS SINCE TIRE AND WHEEL INSTALLATION. FOUND ALL TIRE THROUGH BOLTS LOOSE.
Narrative: ON MON; MAY 2005; ACFT X; A DC-9; ARRIVED IN ZZZ1. THE #1 TIRE ASSEMBLY BLEW ON TOUCHDOWN. UPON INSPECTION; FOUND TIRE ASSEMBLY WAS ASSEMBLED IN ZZZ1 BY MANUFACTURER X; WAS PLACED ON ACFT IN ZZZ2; FLEW TO ZZZ1; ZZZ1 TO ZZZ3; ZZZ3 TO ZZZ1; BLEW TIRE. THROUGH BOLTS WERE ALL LOOSE; COULD MOVE THEM BY HAND. BEARINGS WERE SHATTERED. LOWER STRUT WAS OUT OF LIMITS AND HAD TO BE CHANGED. ACFT WAS OUT OF SERVICE FOR 2 DAYS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE TIRE SHOP WAS CLOSED LAST YEAR AND THE WORK CONTRACTED OUT TO A COMPANY LOCATED IN ZZZ. THE RPTR CLAIMS THAT THE WORK RECEIVED FROM THIS SHOP IS SUB STANDARD.
