Narrative:
This is just a heads up regarding an aircraft that was worked on in a foreign based maintenance facility. I noticed when this plane came back from maintenance at ZZZZ that it had a lot of 'bugs.' knobs that were not standard; the plane flew like it was out of rig; split throttles; etc. Now on flight X; leaving ZZZ1 for ZZZ2 freight; the first officer's airspeed indicator was off by 20 KTS compared to captain's and standby airspeed. We wrote it up and caused the cost of having another aircraft fly from ZZZ3 and refuel in ZZZ2 to pick up our freight so as not to be late for the aircraft X freight contract. The savings of using cheaper maintenance contractors may cost us a lot more in the long run in safety and fuel costs. Also; leading edge indicator lights flicker on and off during takeoff roll and the reverser buckets take numerous tries to stow. This should not happen on a plane that has just been worked on. The maintenance costs on this side are going to eat into the low cost labor savings of foreign overhauls.

Title: A B737 WAS RELEASED FOR SVC FROM A CONTRACT MAINT FACILITY WITH SEVERE MAINT ISSUES. ON FIRST REVENUE FLT ACFT HAD FLT CTLS OUT OF RIG; THROTTLES WERE SPLIT. ACFT REMOVED FROM SVC DUE TO FO'S AIRSPEED INDICATOR 20 KTS IN ERROR.
