Narrative:
City vehicle was escorting a caravan from south to north. Vehicle was given instructions to cross runway 25L; hold short runway 25R. Air carrier X was cleared for takeoff runway 25R. Upon scanning; I noticed the vehicle only (the caravan stopped per the instructions) crossing runway 25R. Air carrier X was committed and did not abort. The vehicle cleared runway 25R prior to air carrier X reaching that intersection.
