Narrative:

I had a B737 following an A319 on the downwind. I issued A319 to descend to 7000 ft then reduce speed to 180 KTS. I then issued the same clearance to B737 who was about 4-5 mi in trail. A319 slowed before B757 and 4 mi became 3 mi. I then descended A319 to 6000 ft. There was a possibility there was less than 3 mi before I had 1000 ft established again. Also; the B737 reported A319 in sight.
