Narrative:
On an IFR flight; jst to 2w6 (st mary's; md) we experienced an ATC handling/communication situation. We were vectored around the washington ADIZ. Our last assigned instructions were direct 2w6; descend and maintain 5000 ft (from 7000 ft) and contact potomac on 118.65; which we complied with. Potomac approach was extremely busy. Initial call-up we were ignored; no response! I figured ok; well he is busy; he'll get back to us. He never did. On our GPS we could see R-6611 was going to be in our route. My copilot called to question the status of R-6611. We were again ignored. I tried again; ignored. We kept proceeding eastbound and penetrated R-6611. Still no response from potomac approach. I called patuxent on 120.05 and explained; could they help us out. Yes. We were 6 NM from 2w6 at 5000 ft. She cleared us for the visual approach. Out of 3000 ft MSL over the airport; we canceled the IFR and landed at 2w6. Upon exiting the aircraft; the line man gave me a note to call patuxent. I did. They said 'potomac wants to talk to you.' I spoke with a mr X. He questioned me on what I just explained. He said they have no strip on me. What? I'm IFR squawking XXXX! Yes I'm IFR! 'When potomac did not reply; you (me) should have gone back to the last assigned frequency. This is not about going into R-6611 it is about not talking to anyone. We (potomac) were watching you.' now I'm thinking what about traffic conflicts? What if we had a near miss? Mr X told me we should have been assigned a slow sector but we were sent to a busy one by mistake. They had a trainee working with a supervisor. He then said he can see what happened. This is an unrecorded phone line and the secret service will not be notified. He then said it appears to be ATC problem; not mine. Do not worry about it.

MY COPLT CALLED TO QUESTION THE STATUS OF R-6611. WE WERE AGAIN IGNORED. I TRIED AGAIN; IGNORED. WE KEPT PROCEEDING EBOUND AND PENETRATED R-6611. STILL NO RESPONSE FROM POTOMAC APCH. 'WHEN POTOMAC DID NOT REPLY; YOU (ME) SHOULD HAVE GONE BACK TO THE LAST ASSIGNED FREQ. THIS IS NOT ABOUT GOING INTO R-6611 IT IS ABOUT NOT TALKING TO ANYONE. WE (POTOMAC) WERE WATCHING YOU.' NOW I'M THINKING WHAT ABOUT TFC CONFLICTS? WHAT IF WE HAD A NEAR MISS? MR X TOLD ME WE SHOULD HAVE BEEN ASSIGNED A SLOW SECTOR BUT WE WERE SENT TO A BUSY ONE BY MISTAKE. THEY HAD A TRAINEE WORKING WITH A SUPVR. HE THEN SAID HE CAN SEE WHAT HAPPENED. THIS IS AN UNRECORDED PHONE LINE AND THE SECRET SVC WILL NOT BE NOTIFIED.
