Narrative:
Traffic was being impacted by WX and the buckeye MOA. Aircraft X at FL450 landing mie. Aircraft Y landing dc area. Radar descended aircraft X to FL400 and requested aircraft be level in 2 1/2 mins. Aircraft were head-on with 4 mins separation. Aircraft X 20 seconds later; requested a turn instead of descent. Radar denied request for turn and reaffirmed the descent. I was talking to supervisor to request buckeye MOA altitudes be lowered from FL500 to FL300. Supervisor said ok. I looked back at scope and aircraft were approximately 9-10 mi from each other. Radar issued turns; requested altitude report from aircraft X.

Title: ZID ASSOCIATE CTLR DESCRIBES OPERROR EXPERIENCED AT FL410 DURING OPPOSITE DIRECTION SAME ALT TFC; WITH A DSCNT CLRNC ISSUED.
