Narrative:

Air carrier is allowing uncertified personnel in returning surplus parts to service. This is a violation of the following FARS: 25.603; 43.13; 121.363; 121.373; 121.378; 121.383; 121.455; 121.457 and 121 appendix 1. This procedure could lead to a part being installed that has never been seen by a certified airman and in some cases even the installer may not be a certified airman.

Narrative: ACR IS ALLOWING UNCERTIFIED PERSONNEL IN RETURNING SURPLUS PARTS TO SVC. THIS IS A VIOLATION OF THE FOLLOWING FARS: 25.603; 43.13; 121.363; 121.373; 121.378; 121.383; 121.455; 121.457 AND 121 APPENDIX 1. THIS PROC COULD LEAD TO A PART BEING INSTALLED THAT HAS NEVER BEEN SEEN BY A CERTIFIED AIRMAN AND IN SOME CASES EVEN THE INSTALLER MAY NOT BE A CERTIFIED AIRMAN.
