Narrative:

Flaps and slats would not move from position #1 after takeoff. After conferring with maintenance; I chose to use my emergency authority/authorized and cycle the trailing edge flap position indicator circuit breaker instead of returning to ord for a flaps 1 degree approach and landing. The flaps and slats then operated normally. We continued on to our destination without further incident. No emergency/urgency was declared. No limits were exceeded.

Title: A B737-300 HAD A REPEAT RPT OF FLAPS FAILING TO RETRACT FROM POS #1. RESET CIRCUIT BREAKER. FLAPS OP NORMAL.

Narrative: FLAPS AND SLATS WOULD NOT MOVE FROM POS #1 AFTER TKOF. AFTER CONFERRING WITH MAINT; I CHOSE TO USE MY EMER AUTH AND CYCLE THE TRAILING EDGE FLAP POS INDICATOR CIRCUIT BREAKER INSTEAD OF RETURNING TO ORD FOR A FLAPS 1 DEG APCH AND LNDG. THE FLAPS AND SLATS THEN OPERATED NORMALLY. WE CONTINUED ON TO OUR DEST WITHOUT FURTHER INCIDENT. NO EMER/URGENCY WAS DECLARED. NO LIMITS WERE EXCEEDED.
