Narrative:
Flight blocks out at xa:32Z. I notice ACARS going back and forth between load planner and crew regarding final passenger count. After flight tells load planner he's at the end of the runway at xa:47Z; I go over to ask load planner what the problem is. He says the aircraft is tail heavy and he's working on the problem (he's also ACARS the crew of 'out of balance' condition). Planned weight and manifest shows 4 strollers in pit 2 (fwd pit) load planner blocks seat rows and shows passenger count going from 4/105 to 8/101. Load planner calls me on the phone and says flight is going to have to come back so ramp can move bags fwd. All of a sudden load planner calls and says he's resolved the issue and crew is good to go. I tell crew to contact load planner because they say they've resolved the issue. All of a sudden everything is showing loaded in the rear (planned weight and manifest still showing 4 strollers in pit 2). I still noticed block seat rows on the weight manifest. I walked over to the load planner to ask him if he told the crew about blocking seat rows; he said 'yes.' no he had not so I called den tower and it was too late; aircraft on roll. Load planner then sends ACARS to crew about blocking seat rows. Supplemental information from acn 665425: central load planning advised us of a possible improper loading making the aircraft tail heavy. Dispatch advised us that we may have to return to the gate to move cargo and passenger. Supplemental information from acn 665427: we received ACARS confirmation message from load planner; 'you are go for takeoff; balance issue has been resolved.' just after takeoff; we received numerous SELCAL chimes in cockpit for message from load planner telling us to block rows 22 - 23 and fill fc and Y forward.

SUPPLEMENTAL INFO FROM ACN 665425: CENTRAL LOAD PLANNING ADVISED US OF A POSSIBLE IMPROPER LOADING MAKING THE ACFT TAIL HEAVY. DISPATCH ADVISED US THAT WE MAY HAVE TO RETURN TO THE GATE TO MOVE CARGO AND PAX. SUPPLEMENTAL INFO FROM ACN 665427: WE RECEIVED ACARS CONFIRMATION MESSAGE FROM LOAD PLANNER; 'YOU ARE GO FOR TKOF; BALANCE ISSUE HAS BEEN RESOLVED.'
