Narrative:
Aircraft X departed ZZZ at XA55Z on jul/tue/05 with placard 'right center tank fuel boost pump 2822H' applied to the aircraft. I came in at XB50Z for my shift and was given a shift briefing that did not include information about this MEL item #1. At approximately XC15Z; I noticed the placard and wondered how the flight was able to depart with that MEL applied. Upon looking at the work list; I noticed that the MEL was not applied and the weight penalty was not applied. A phone call was made to maintenance control to get details of when the item was added to the flight. I was told that it was applied after pushback. The flight was already in the air long before I showed up for work and I notified the crew of what I had found. A message will also be forwarded to the releasing dispatcher so that they can provide additional details about this incident.

Title: A B767-300 WAS DISPATCHED WITH THE R CTR TANK FUEL BOOST PUMP INOP IN CONFLICT WITH THE MEL. DISPATCHER RPTS NO DETAILS ON ITEM.
Narrative: ACFT X DEPARTED ZZZ AT XA55Z ON JUL/TUE/05 WITH PLACARD 'R CTR TANK FUEL BOOST PUMP 2822H' APPLIED TO THE ACFT. I CAME IN AT XB50Z FOR MY SHIFT AND WAS GIVEN A SHIFT BRIEFING THAT DID NOT INCLUDE INFO ABOUT THIS MEL ITEM #1. AT APPROX XC15Z; I NOTICED THE PLACARD AND WONDERED HOW THE FLT WAS ABLE TO DEPART WITH THAT MEL APPLIED. UPON LOOKING AT THE WORK LIST; I NOTICED THAT THE MEL WAS NOT APPLIED AND THE WT PENALTY WAS NOT APPLIED. A PHONE CALL WAS MADE TO MAINT CTL TO GET DETAILS OF WHEN THE ITEM WAS ADDED TO THE FLT. I WAS TOLD THAT IT WAS APPLIED AFTER PUSHBACK. THE FLT WAS ALREADY IN THE AIR LONG BEFORE I SHOWED UP FOR WORK AND I NOTIFIED THE CREW OF WHAT I HAD FOUND. A MESSAGE WILL ALSO BE FORWARDED TO THE RELEASING DISPATCHER SO THAT THEY CAN PROVIDE ADDITIONAL DETAILS ABOUT THIS INCIDENT.
