Narrative:
Flying into cdw; nj; I was on IFR flight plan. Visibility 4 mi in haze; clear below 12000 ft. I was being vectored to localizer runway 22 approach. On final vector as I made right turn to intercept localizer; I noticed an airplane about 1-2 mi away at pretty much the same altitude. At that point; new york asked me if I was established; and I said yes; and he told me that I was cleared for the approach and to switch to the tower. As I was changing frequencys; I noticed that airplane was getting closer; and then I could see that it was a high wing airplane. As I listened to the tower; I realized what was going on. The cessna was turning left base to final in front of me; and tower was busy lining him up. I tried to steer away from the course by banking away from other plane; but decided not to make abrupt movement as I did not know what other pilot would do. I decided to interrupt their talk and told the tower that I was on final for runway 22 localizer approach. The tower asked me how I got on the localizer; and if I was IFR or VFR and then accused me of making my transmission too long. Anyway; finally tower told cessna to slow down and extend his base for # 2. By the time he did that; he passed on my left and slightly above me within I believe 200-300 ft.

Title: IFR PA28 WITH N90; CLRED FOR LOC 22 APCH TO CDW; EXPERIENCED CONFLICT WITH CESSNA WHILE CHANGING TO TWR FREQ.
Narrative: FLYING INTO CDW; NJ; I WAS ON IFR FLT PLAN. VISIBILITY 4 MI IN HAZE; CLR BELOW 12000 FT. I WAS BEING VECTORED TO LOC RWY 22 APCH. ON FINAL VECTOR AS I MADE R TURN TO INTERCEPT LOC; I NOTICED AN AIRPLANE ABOUT 1-2 MI AWAY AT PRETTY MUCH THE SAME ALT. AT THAT POINT; NEW YORK ASKED ME IF I WAS ESTABLISHED; AND I SAID YES; AND HE TOLD ME THAT I WAS CLRED FOR THE APCH AND TO SWITCH TO THE TWR. AS I WAS CHANGING FREQS; I NOTICED THAT AIRPLANE WAS GETTING CLOSER; AND THEN I COULD SEE THAT IT WAS A HIGH WING AIRPLANE. AS I LISTENED TO THE TWR; I REALIZED WHAT WAS GOING ON. THE CESSNA WAS TURNING L BASE TO FINAL IN FRONT OF ME; AND TWR WAS BUSY LINING HIM UP. I TRIED TO STEER AWAY FROM THE COURSE BY BANKING AWAY FROM OTHER PLANE; BUT DECIDED NOT TO MAKE ABRUPT MOVEMENT AS I DID NOT KNOW WHAT OTHER PLT WOULD DO. I DECIDED TO INTERRUPT THEIR TALK AND TOLD THE TWR THAT I WAS ON FINAL FOR RWY 22 LOC APCH. THE TWR ASKED ME HOW I GOT ON THE LOC; AND IF I WAS IFR OR VFR AND THEN ACCUSED ME OF MAKING MY XMISSION TOO LONG. ANYWAY; FINALLY TWR TOLD CESSNA TO SLOW DOWN AND EXTEND HIS BASE FOR # 2. BY THE TIME HE DID THAT; HE PASSED ON MY L AND SLIGHTLY ABOVE ME WITHIN I BELIEVE 200-300 FT.
