Narrative:
After departing ZZZ; unable to raise the landing gear. Handle would not move. Received air/ground fail message on EICAS. Contacted maintenance and dispatch advised to return to ZZZ. Declared emergency as a precaution and landed well under maximum landing weight. After landing; received weight on wheel inoperative message on EICAS along with stall warnings; gust lock would not lock also. Taxied to gate without further incident. Returned for landing due to just departing ZZZ and aircraft already had an MEL for pressurization inoperative due to service door leak. If maintenance work is done on main gear; then ensure all weight on wheel switches are working properly; if it means maintenance test flight or swinging the gear at hangar.
