Narrative:
A320 was climbing out of FL320 for FL370. B737 was level at FL360 opposite direction 80 mi. I issued A320 a restr to be level in 25 mi; which the pilot said he would comply with. 3 mins later A320 was again issued a restr to be level in 10 mi; and again the pilot said he would comply. A320 did not make the restr; and was issued a 40 degree left turn to avoid merging targets.

Title: ZLA CTLR EXPERIENCED OPERROR AT FL370 AS OPPOSITE DIRECTION TFC FAILED TO MAKE CLBING RESTRS AS ISSUED AND ACCEPTED.
Narrative: A320 WAS CLBING OUT OF FL320 FOR FL370. B737 WAS LEVEL AT FL360 OPPOSITE DIRECTION 80 MI. I ISSUED A320 A RESTR TO BE LEVEL IN 25 MI; WHICH THE PLT SAID HE WOULD COMPLY WITH. 3 MINS LATER A320 WAS AGAIN ISSUED A RESTR TO BE LEVEL IN 10 MI; AND AGAIN THE PLT SAID HE WOULD COMPLY.
