Narrative:
Climb air carrier from FL370 to FL390 with private aircraft at 25 mi (approximately) opposite direction at FL380. At 12 mi face-to-ace; turned air carrier initial 30 degrees left; then turned private aircraft from a 220 degree heading to a 120 degree heading (left turn); turn air carrier to 320 degree heading (approximately an additional 50 degrees left). Private aircraft reported TCAS descent. After passing; resumed both aircraft on course and altitudes.

Title: ZJX CTLR EXPERIENCED OPERROR AT APPROX FL370 WITH OPPOSITE DIRECTION TFC WHEN ISSUED TURNS WERE NOT EFFECTIVE.
Narrative: CLB ACR FROM FL370 TO FL390 WITH PVT ACFT AT 25 MI (APPROX) OPPOSITE DIRECTION AT FL380. AT 12 MI FACE-TO-ACE; TURNED ACR INITIAL 30 DEGS L; THEN TURNED PVT ACFT FROM A 220 DEG HDG TO A 120 DEG HDG (L TURN); TURN ACR TO 320 DEG HDG (APPROX AN ADDITIONAL 50 DEGS L). PVT ACFT RPTED TCAS DSCNT. AFTER PASSING; RESUMED BOTH ACFT ON COURSE AND ALTS.
