Narrative:

I was working the satellite position and arrival west gave me a bkl inbound at 3000 ft on a downwind which also parallels the arrival at cle. Arrival west had traffic descending into cle on a 270 degree heading just abeam bkl. After a controller swap; new briefing; the controller assumed the 270 degree heading was instructed to join the localizer but he wasn't; so the pilot flew through the localizer towards my 3000 ft traffic. A turn was given to the cle inbound back towards the localizer and away from my aircraft.

Title: CLE CTLR EXPERIENCED OPERROR AT 3000 FT WHEN LOC INTERCEPT CLRNC WAS NOT ISSUED AS EXPECTED.

Narrative: I WAS WORKING THE SATELLITE POS AND ARR W GAVE ME A BKL INBOUND AT 3000 FT ON A DOWNWIND WHICH ALSO PARALLELS THE ARR AT CLE. ARR W HAD TFC DSNDING INTO CLE ON A 270 DEG HDG JUST ABEAM BKL. AFTER A CTLR SWAP; NEW BRIEFING; THE CTLR ASSUMED THE 270 DEG HDG WAS INSTRUCTED TO JOIN THE LOC BUT HE WASN'T; SO THE PLT FLEW THROUGH THE LOC TOWARDS MY 3000 FT TFC. A TURN WAS GIVEN TO THE CLE INBOUND BACK TOWARDS THE LOC AND AWAY FROM MY ACFT.
