Narrative:
N90 called with an emergency indicating air carrier X was somewhere west of rbv VOR; lost; no radar identify. I located and idented the lost aircraft north of the cyn VOR; well inside the airspace of ZNY sector 68. The air carrier did not have a transponder code due to maintenance and no track was started. He flew unidented for 100 mi through airspace and other traffic. New york approach had numerous operrors and opdevs.

Title: ZNY CTLR DESCRIBED EVENT OF ACR DEP FROM N90'S AIRSPACE NOT IDENTED AND FLEW THROUGH A NUMBER OF CTR SECTORS WITHOUT IDENT.
Narrative: N90 CALLED WITH AN EMER INDICATING ACR X WAS SOMEWHERE W OF RBV VOR; LOST; NO RADAR IDENT. I LOCATED AND IDENTED THE LOST ACFT N OF THE CYN VOR; WELL INSIDE THE AIRSPACE OF ZNY SECTOR 68. THE ACR DID NOT HAVE A XPONDER CODE DUE TO MAINT AND NO TRACK WAS STARTED. HE FLEW UNIDENTED FOR 100 MI THROUGH AIRSPACE AND OTHER TFC. NEW YORK APCH HAD NUMEROUS OPERRORS AND OPDEVS.
