Narrative:
I was working local control position. The morning bird sweeps were being conducted. The port authority/authorized vehicle reported clear of runway 13R. An A320 was on short final runway 4R. The pilot advised me he was going around. I inquired why he was missed approach and he informed me of a vehicle on the runway. I asked the vehicle if he was on the runway. Driver answered yes. The vehicle entered the runway while the A320 was on short final without authority/authorized. Amass was in limited mode. The pilot stated to me the vehicle went on the runway while he was on short final. I believe the vehicle did not look before going onto the runway without authority/authorized.

Narrative: I WAS WORKING LCL CTL POS. THE MORNING BIRD SWEEPS WERE BEING CONDUCTED. THE PORT AUTH VEHICLE RPTED CLR OF RWY 13R. AN A320 WAS ON SHORT FINAL RWY 4R. THE PLT ADVISED ME HE WAS GOING AROUND. I INQUIRED WHY HE WAS MISSED APCH AND HE INFORMED ME OF A VEHICLE ON THE RWY. I ASKED THE VEHICLE IF HE WAS ON THE RWY. DRIVER ANSWERED YES. I BELIEVE THE VEHICLE DID NOT LOOK BEFORE GOING ONTO THE RWY WITHOUT AUTH.
