Narrative:

A319 on right base turn for runway 23; B737 on downwind (left side) for vectors behind A319. Cleared A319 for approach with call sign X. A319 went through the localizer. I expected to join the approach and; therefore; anticipating separation cleared B737 for base to final. I anticipated separation. A319 didn't question if the clearance was for his aircraft. Separation lost. Staffing was a problem. Only 9 controllers to cover the shift and no coordinator available. I used wrong digits and combined call signs. Airline crew never questioned not getting a turn or going through localizer.
